Businesses already share the cost of funding via the local rating system.
Visitors spend contributes to the shared cost via the Rates, Corporation Tax and VAT.
The additional costs will discourage touriists from visiting Wales and have a negative affect on income.

Wales could be seen as being anti tourist and discouraging visitors.

My view is that the impact will be bad for the economy. Why should people visit Wales and pay a tax when they can visit other parts of the UK tax free.
Most visitors have set budgets, those that do decide to visit Wales will have less money to spend in the local economy which directly supports jobs.
